     In the spring of 2003 the Mayor and Commissioners of the City of Ponca City approved the reauthorization of the Ponca City Development Authority from a City run authority, to a stand alone organization. In the creation of this authority, the Commissioners also appointed one Commissioner and six private citizens as the Trustee's for this new organization.
     A partial list of responsibilities by this public trust includes the oversight of the dedicated economic development sales tax, which is collected by the City, the use and development of the industrial property, the recruitment of new businesses to the Ponca City area and the retention and expansion of existing companies located in Ponca City.
     Job creation and retention is the number one goal of the public authority, through a prudent use of citizen's tax dollars dedicated for that effort. The PCDA has a staff of three professionals working to market the resources of the Ponca City and are strongly engaged in the business of building a strong manufacturing base for the North Central Oklahoma region.
     The regularly scheduled meetings of the PCDA are held at 7:30 AM, on the 2nd Thursday of each month, at the Chamber of Commerce Board room, located at 420 East Grand, in Ponca City Oklahoma. The PCDA encourages activity by all interested parties. SITE AND BUILDING INFORMATION:
     The PCDA maintains a varied inventory of site locations that are owned and maintained by the PCDA. Additionally the PCDA works jointly with many private companies to assist companies needing manufacturing or retail space. The PCDA has the authority to construct speculative buildings on behalf of the citizenry and or negotiate with prospect companies to complete a build to suit facility, based upon the company's specific needs.
     The ability to finance for a direct purchase, complete a lease back agreement or a host of other building package incentive exist with the PCDA.

LABOR ANALYSIS:
     A comprehensive labor market analysis will be completed for your firm will be completed upon request. Wages, skills, mobility and other information can be specifically developed for the company's needs.

TRAINING ASSISTANCE:
     Oklahoma's Training for Industry, (TIP) program is recognized as quite simply the best in the nation. A fully customized training program for your employees can be proved at no cost to the qualifying companies that create new jobs. Funds are also available on a limited basis for qualifying existing companies who need to retrain their existing employees.

TAX INCENTIVES AND ABATEMENTS:
     Ponca City, through a dedicated ½ cent Economic Development sales tax has available resources to provide assistance to qualifying companies that choose to locate in the community. Additionally you will be provided a complete analysis of all available state and local financial assistance mechanisms and programs based on your specific project.

COST COMPARATIVE ANALYSIS:
     To assist your decision making process, the community can provide information on cost differentials between a Ponca City location and other target sites, generating cost comparisons in critical areas such as transportation, taxes, utilities, labor rate and cost of living.
